Character set mapping should be in the tables in the back of your
DOS manual, available through online help in OS/2, or in your printer
manual. You can load different video code pages and keyboards on a PC.
The necessary utilities come with the operating system.

For MIME you'll need the RFC. I'd do a web search for MIME and RFC and
you will find what you need, or start at rtfm.mit.edu and look for a FAQ.
