Where does it say that? As I understand it, you have to use a Sender
header if the actual entity responsible for sending the message
is different from the address in the From header.

RFC 1036 (for Usenet) defines Sender almost identical, but of
course for the entity responsible for posting the article.

By the way, you might want to check with your ISP before you start
sending out messages with edited From lines. It is often a violation
of your terms of service.
