I tried closing everything and made sure nothing else was using the
emx-runtimes and still had the same problem.

Since you said 1.2 didn't need emxlibcm.dll I renamed it and then
re-ran my retrieve command (using both 1.1 and 1.2) and 1.1 failed
because emxlibcm.dll was missing, 1.2 failed as usual BUT the display
registers information pointed to VSOUP.EXE this time:
