That's uucode, a method of sending binary files in email as ASCII.

If it's in a newsgroup, you can just hit 'B' and it will decode it. If
you got it in the mail, I don't know (I'm actually using Pine right now).
There are utilities on hobbes and leo for OS/2 to decode them.
